I. Communications – Mike Smeltzer
Mike Smeltzer gave a communications update on with the Campus Network Upgrade Project, distributing a Daily Illini article on the new Guest Wireless Accounts service and detailing the upcoming Public Wireless service.
II. Network Upgrade Project Status – Paul Lucas and Beth Scheid
Paul Lucas and Beth Scheid reported on construction progress with the Campus Network Upgrade Project. Paul distributed a Building Progress Chart and Square Footage Analysis as of November 3, 2006.
III. Presentation by Western Telecommunications Consultants (WTC) -- Phillip Beidelman and Ginny Schroeder
“UIUC Strategic Plan for Voice and Data Networks”
Presentation by Phillip Beidelman, WTC president, and Ginny Schroeder, WTC Practice Director
Current Situation:
- Centrex contract is coming to an end;
- Centrex tied to all three campuses.
Rates and Funding:
- The cornerstones for traditional rate structures are gone;
- Stable networking funding essentialto maintaining a stable network;
- Convergence will not reduce cost, but creates opportunity to create strategy to keep network current.
WTC Experience:
- Univ. of California, Berkeley; Univ. of Wisconsin, Madison; University of Cincinnati; University of Minnesota; University of California, San Francisco; Johns Hopkins University; and the University of Southern California have all used WTC to consult about their networks.
Issues:
- Role of convergence, role of wireless;
- The value of mobility versus reliability;
- CER readiness.
Configuration Alternatives:
- Status Quo: continue with Centrex;
- Convert to a PBX with IP capability and continue to use a separate data network;
- Convert to a converged voice and data network;
- Server-base VoIP (no TDM).
Status:
- Advisory teams have been formed – policy committee, steering committees, technology/working group, and rate and funding working group;
- Centrex renegotiation underway;
- Beginning a competitive bidding process.
